Ms. Dominique Simpson Milton
Chair
Prior to assuming her role as President & CEO of the CVMSDC in June 2018, Mrs. Dominique Simpson Milton served as the Director of Corporate Services for CVMSDC, overseeing an affiliate office of the Council in Charleston, South Carolina. Along with her experience as a business owner, Mrs. Milton also brings more than 35 years of corporate experience to the Council.
From 2004 to 2015, Mrs. Milton was the Vice President of Business Development and Emerging Markets with A10 Clinical Solutions Inc., a certified Minority Business Enterprise that focuses on clinical research for the health care and pharmaceutical industries. A specialist in new business development, Mrs. Milton earned her B.S. in Economics from Spelman College and an MBA in Marketing from Pennsylvania State University. She is currently working toward a Doctorate in Business Administration, with a focus on Leadership, Supply Chain, and Entrepreneurship. With more than 35 years of expertise in sales, advertising, new business development and retail management, Mrs. Milton provided marketing direction for three national products. As a general manager, she also led the Coastal Carolina merger efforts and ongoing retail expansion of a global telecommunications company. She has received numerous awards for retail performance, business growth, and product expansions.
Additionally, Mrs. Milton is a graduate of the South Carolina Diversity Leaders Initiative of The Riley Institute at Furman; a South Carolina Education Policy Fellow; and currently serves as Board Chair of The Teacher Supply Closet. She is an engaged volunteer with several community organizations and is active with the local public-school system, recently completing a four-year term on the Mt. Pleasant Constituent School Board. Mrs. Milton is also a member of Mt. Moriah Missionary Baptist Church where she is a Women’s Sunday School teacher and a Venture Crew leader. Residing in Mount Pleasant, South Carolina, she and her husband William Milton Jr., CFP TM are the proud parents of three young adults.

Mrs. Rackes has been honored by the US Small Business Administration as the Small Business Person of the Year for both the State of South Carolina and the 10-state southeastern region after first being named Small Business Person of the Year by the Greater Columbia Chamber of Commerce. In 1994, the National Retail Federation honored her as the National Independent Retailer of the Year. Mrs. Rackes has received numerous other awards including the US Chamber of Commerce Blue Chip Award for Business Excellence. In 2011, the Palmetto Center for Women honored her with the TWIN Award for Entrepreneurship.
A serial entrepreneur, Mrs. Rackes was one of the founders of the Southeastern Institute for Women in Politics, a non-profit organization formed to encourage and train women to run for office. In 2016, she joined with other leading women to establish another non-profit, the South Carolina Women’s Leadership Network dba, SC Women in Leadership (SC WIL). Its mission is to encourage women to step up and lead corporations, boards, and governments. In 2019, SC WIL took on additional missions of collaborating with other organizations to ensure fair voting, fill the pipelines with good candidates, and reduce polarization as women are so capable of doing.
Mrs. Rackes was selected in 2019 as one of 25 “Women of Influence” by the Columbia Regional Business Report. Honored by many recognitions, she sees her prominence as an example to others of what they can achieve with hard work and a clear vision. She also notes that the best leaders evolve with time and new information. An active contributor to her community, Mrs. Rackes has chaired or served on many local, state and national boards including the Small Business Board of the Federal Reserve Bank of Richmond, the University of South Carolina Educational and Research Foundation Boards, Claflin College Business Board, the Palmetto Health Foundation Board of Directors, the Central Carolina Community Foundation Board, One Columbia for Arts and Historic Preservation, Famously Hot New Year, and the Governor’s Commission for Management, Accountability, and Performance.

Ms. Wilson is President and Senior Consultant at Delta Consultant Services, an organizational management company specializing in the areas of business startups, program design and development, compliance and accreditation. She serves as a consultant to mental health and substance abuse agencies throughout the country. Her work involves behavioral health and criminal justice initiatives, women’s programming, research, grant writing and training. She also works with diverse populations at the collegiate, civic and community level.
As an avid reader and self-published author, Ms. Wilson is a certified life coach, certified Etiquette Instructor and provides coaching and mentoring to young professionals seeking clarity on their “next up” role. She is also a member and an Associate Minister at New Dimensions Church in Columbia.

Ms. Foster has also provided civil rights program support to the Federal Office of Motor Carrier Safety Administration and its grant program. She received the top two highest awards bestowed in civil rights by FHWA: the "A.D. Gaither Leadership Award" and the "Aleman Parker Award for Excellence in Civil Rights". She is a recipient of the Secretary of Transportation Ray LaHood Team Award (2012), Secretary of Transportation Rodney Slater Gold Medal Award (1999); and is a Commissioned Kentucky Colonel (1998) for her efforts in affirmative action, the highest award bestowed by the Governor of Kentucky. Ms. Foster is also a recipient of both the Living the Legacy Award (2012) and Business Award of the Year (2012) from the National Council of Negro Women.
Ms. Foster earned her Bachelor of Science degree in Economics from Benedict College (Columbia, SC); and her Master of Arts degree in Business Management from Webster University (St. Louis, MO). She is a member of the Columbia Urban League Guild, the NAACP, Benedict College Alumni Association and Booster Club; Diamond Life member of Delta Sigma Theta Sorority, Inc., and the National Council of Negro Women (Columbia Section).

Prior to joining USC in her current position, Dr. Reed coordinated the Advancement via Individual Determination (AVID) program at a Richland District Two middle school. AVID is a college preparatory system designed for students with academic potential who may be first generation college attendees in their families.
Most recently, Dr. Reed co-coordinated the design and implementation of the Apple Core Initiative (ACI), a scholarship program in the USC College of Education for incoming freshman into the teacher education program. She served on the implementation team for the Richland School District One Reading Initiative and is on the selection committee for the Emily Clyburn Honors College Scholarship at South Carolina State University.
Dr. Reed is committed to the betterment of the community and is cemented in her motto, People over Politics, Service above Self. She is a member of the Richland County Alumnae chapter of Delta Sigma Theta Sorority, Inc. and Spring Valley Rotary Club. Dr. Reed owns an educational consulting company, Beyond Limits, LLC, is co-owner of a property investment company, 49 Magnolia Blossom, LLC and Principal Partner in the non-profit arm, Magnolia Blossom SC. Dr. Reed is also a volunteer political campaign advisor and marketing strategist for local, state and national campaigns, and a graduate from the James E. Clyburn Political Fellowship where she was voted Class President of the 2019 cohort. She recently launched a platform from where public policies addressing shortages in education and housing will take shape.
Dr. Reed is a member of the Greater Columbia Community Relations Council. She is married to Mississippi native Walter A. Reed and they have two children, Walter (AC) and Sydney Alexis.

Mrs. Kennedy is the Immediate Past Chairman of the S.C. Chamber of Commerce and Chairman of S.C. BIO. She earned a Bachelor of Arts degree in public relations from the University of South Carolina. Along with her husband Bill, she helped establish the Kennedy Pharmacy Innovation Center in conjunction with the USC School of Pharmacy. She serves on a variety of business and civic boards.
From Nephron to our community, Mrs. Kennedy is on a mission to recruit people that want to band together to be a force for change in our community, in our state, and beyond to make it a wonderful place for everyone to call home.

Ms. Patel previous served as the Director of Business Management at Courtesy Management, Inc. while also working as a Contract Interior Designer. She also worked at CDA Architects as a Project Assistant and Administrator at LEED Construction.
Ms. Patel earned her B.A. in Furnishings and Interiors from the University of Georgia and Master’s in Architecture from the University of North Carolina at Charlotte.

Mrs. Streater’s story is one of triumph and resiliency. In the spring of 2018, a terrible accident left her with a serious brain injury that would require speech therapy and memory recovery. According to Ms. Streater, “she used her principles of faith and the foundation of family to mold what recovery would look like.” Those principles became the foundation that allowed Extraordinary Headhunters not only to evolve but prosper even in the midst of adversity. Over the past 18 months, during COVID, the company has provided more than 70,000 free tests in South Carolina, Jersey City, and New York. They were also able to secure employment for over 1,000 people and donated over $450,000 to those affected by the pandemic.
Mrs. Streater has been recognized by the City of Columbia as the 2021 Small Business Spotlight Honoree, SC Women in Business 2021, the Best and Brightest Under 35, and the Better Business Bureau. She serves on the Forbes Business Council Committee, SC Chamber of Commerce Business Committee, Columbia Chamber of Commerce Business Council and is a member of the United Way’s Young Leaders Society and Women in Philanthropy.
Mrs. Streater is married to Julius Streater and has three children, Imani, Julius Jr., and Kareem.

Mrs. Lewis-Ellis earned an Associates of Engineering Technology in Architectural Engineering Technology from Midlands Technical College (Columbia, SC); a Bachelors of Arts in Interdisciplinary Studies with an emphasis in Human Resources Management and Psychology from the University of South Carolina (Columbia, SC); and a Masters of Arts in Human Resources Development from Webster University (Fort Jackson, SC). She is a Doctoral of Management in Organizational Leadership Candidate at the University Phoenix. She is completing her dissertation on "Enhancing the Use of Women-Owned Small Businesses in Federal Government Contracting." Her objective is to continue to encourage, motivate, mentor, and support small, women, and minority-owned businesses and help facilitate their growth.

Originally from Virginia, Mrs. Hunter-Heyward has made her presence known in the Southeast with major donations. In 2011, she pledged to give Trident Technical College $1 million in $50,000 installments over the next 20 years to establish the Rachel Hunter Thompson Memorial Scholarship Fund in honor of her mother. The pledge made her the largest donor in school history. In December 2017, the entrepreneur gave $500,000 towards the International African American Museum in Charleston.
